Latest Revisions of the International Programs Security Handbook

The International Programs Security Handbook was first published by the Office of the Deputy Under Secretary of Defense for Policy Support (ODUSD(PS)), with the assistance of Avanco International, Inc. The ODUSD(PS) was subsequently disestablished and the responsibility for the Handbook now resides in the National Disclosure Policy Directorate of the Office of the Deputy Under Secretary of Defense for Technology Security Policy and National Disclosure Policy (ODUSD (TSP&NDP)

This handbook was developed initially as a tool to provide detailed information on varied aspects of security in international programs. Topics include the legal basis for protecting information, the preparation of various documents required for the release of information to international partners, and procedures for protection of classified and controlled unclassified information to DoD personnel and defense contractors who are involved in government and commercial international programs. It was subsequently adopted as the textbook for the International Programs Security Requirements Course (IPSRC). Currently, it is being used in other DoD courses of instruction.

The Handbook is configured to provide current information and guidance to the user and allows for updates in a convenient manner. Periodically, ODUSD (TSP&NDP) reviews the core material of the Handbook found in the chapters, updates the material as necessary, and issues a new approval date for the Handbook. The date indicated on the Handbook cover informs the user when the overall Handbook was last approved.

Specific information provided in the individual chapters and appendices may be subject to updates based on procedural or organizational changes rather than policy changes. In these cases, the individual sections are revised and a new date is provided in the lower right corner of the pages that are changed. The Handbook approval date on the cover remains the same.

Students who have attended one of the courses and received a copy of the Handbook as part of the reference materials may want to verify the currency of the data in the Handbook when the demand for its use arises. To accommodate the user's needs, Avanco International, Inc. provides the latest version of the approved Handbook in .pdf format, to include updates to the chapters and appendices. The user simply references the Handbook and compares the .pdf file names with embedded dates to the dates provided in the Handbook footers. Updated files can be downloaded and easily inserted into your copy of the Handbook.
