CAPS Overview

Avanco developed the CAPS platform in close partnership with the Commonwealth of Pennsylvania in 2005 to support the full lifecycle of child welfare case management.

Today, CAPS operates as an enterprise platform used by fifty-eight counties and over 8000 daily users to manage critical services including abuse investigations, foster care, adoption, and family support programs.

The platform enables secure coordination across county agencies while supporting integration with Commonwealth systems and federal reporting requirements.

Structured Governance and Continuous Evolution

CAPS operates under a formal Governance Board comprised of representatives from participating counties across Pennsylvania.

Counties actively participate in defining requirements, prioritizing enhancements, testing system updates, and voting on changes.

Avanco manages system releases in coordination with the Governance Board, ensuring continuous alignment with operational needs.

Integrated with State and Federal Systems

CAPS is integrated with Pennsylvania’s Child Welfare Information System (CWIS) and supports federal reporting requirements including AFCARS.

The platform is continuously updated to align with evolving state and federal regulations, ensuring compliance and data accuracy.
