Capabilities/Past Performance: 

Avanco International, Inc. is a CMMI-Dev Level 2 appraised small business, based in Fairfax, VA (Zone 2) with an additional office in Harrisburg, PA (Zone 1).  We provide full life cycle support and consulting services including software development, business process analysis, business intelligence and data warehouse development, database design and administration, web-based software design and development, software and database conversions, network administration, documentation, training and end user support.  We are a leader in Business Intelligence and Data Warehousing solutions, particularly in the Oracle database management environment. Our services based on trust, quality, efficiency, and innovation drive the mission of our various federal, state and local and commercial customers.  Avanco is a financially sound small business and holds a Facility Security Clearance (CAGE Code 8V061). All of our employees are authorized to work in the U.S., some hold active DoD Clearances, and many of our employees hold advanced software certifications.


Avanco International will provide engineering, technical and programmatic related services in response to task orders issued under the contract. As a prime contract holder on Seaport-e, Avanco has the ability to compete for work in all of the 22 functional areas.

Specifically, Avanco has expertise and past performance the following functional areas:

  • Software Engineering, Development, Programming, and Network Support
  • Information System (IS) Development, Information Assurance (IA), and Information Technology (IT) Support
  • System Design Documentation and Technical Data Support

Quality Assurance Program:

Several of Avanco’s projects have been appraised at Capability Maturity Model Integration CMMI® Maturity Level 2 for Development v1.3.  In addition, Avanco is in the process of institutionalizing ISO 9001:2008 quality standards across the company. As such, we have developed a Corporate Quality System that defines our approach for maintaining monitoring and maximizing quality on all of our engagements.   

We have established a baseline set of metrics that we use to measure our performance at both the organizational level and the contract task order level, as appropriate. These metrics are designed to assure that our customers’ goals for high-quality performance and customer satisfaction are achieved on every contract.   We strongly believe that if our deliverables and processes are not measurable they cannot be improved.

To provide independent monitoring of performance quality and standards, Avanco will utilize a Quality Manager (QM).  The Quality Manager will work directly with the Avanco Program Manager and Task Order Managers; however, he will report directly to the Avanco President/CEO and will maintain close communications with project stakeholders.  Avanco’s QM will establish the frequency and scope of periodic quality audits and inspections. The QM will use the results of in-progress reviews, quality program reviews, customer satisfaction surveys, cost accounting reports, visits to the work site, and inspection of individual deliverables to assess the overall quality of performance on specific TO contracts.
